Crop Insurance Critics Make Push to Curb U.S. Subsidies

Critics of the U.S. crop insurance program called for cuts to it and other agribusiness subsidies as Congress revamps farm policy.

At a rally on Capitol Hill, Wisconsin Representatives Tom Petri, a Republican, and Ron Kind, a Democrat, called for lawmakers to re-examine U.S. farm spending for the next five years and revamp the nation’s crop insurance program.

“We’re asking these crop insurance companies to put a little bit of their skin in the game too, so it’s not all on the taxpayer back,” Kind told reporters at the event.

Under the insurance program, the U.S. taxpayer subsidizes the majority of premiums paid by farmers, covers much of the administrative costs tallied by insurers to run the program, and guarantees that all losses are covered, according to a series of articles published by Bloomberg News this week.

Crop insurance covered $117 billion worth of product in 2012, including almost all the corn, soybeans, cotton and wheat produced in the country. The U.S. Department of Agriculture spent about $14 billion last year on the program as the worst drought in a half century devastated plantings.

Supporters of crop insurance are stepping up their lobbying to preserve the program’s funding levels.

‘Political Process’

Richard Gibson, founder of American Agrisurance Inc. and a business consultant, told agents of NAU Country Insurance Co. in an e-mail this week obtained by Bloomberg News to lobby their lawmakers. He said crop insurance had become a target as Congress faces a Sept. 30 deadline to pass a 2014 budget or a stopgap measure to keep the federal government operating.

“I’ve been around this business since it started, and the bottom line to it is, it’s been a political process since day one,” Gibson said in a phone interview yesterday.

At today’s rally, Kind said the existing crop insurance program guarantees companies a 14 percent profit, forces the adoption of little risk and covers administrative and operating expenses.

“There’s not a business in the world that wouldn’t sign up for that offer, so why are we doing that in crop insurance program of the farm bill?” he said.

Whether your friend or family member is newly diagnosed or in the midst of treatment, she’s unlikely to be wowed by vague offers or having to do your thinking for you. She has enough on her mind; she has cancer. She may not want that tuna casserole or to hear about what treatment your Aunt Phyllis had either.

So how can you help? There is no one-size-fits-all answer. That’s why we turned to survivors for our list of support dos and don’ts. Our patient-generated advice is sorted into three stages — Diagnosis, Surgery & Treatment, andRecovery — identified by Maureen Broderick, a licensed clinical social worker who has worked with cancer patients and run cancer support groups. Here’s what you need to know.

Learn To Listen

“One of the most important ways a friend supported me was by listening to me as I decided what to do,” says Orinda, Calif. writer Victoria Irwin, 57, who had a lumpectomy and radiation earlier this year. “When I was in decision-making mode, it’s all I could think about or talk about. My friend listened to me over and over again. I think she learned more than she ever wanted to, and she helped me formulate the questions I needed to ask at doctor’s appointments,” she says. “She didn’t give advice, but acknowledged the difficulty of the situation. That listening was the most helpful thing she could have done.”

Be An Advocate
A year after having a stroke, New Jersey homemaker Florence Tweel, 55, was diagnosed with breast cancer. Her first concern was her children, who were 12 and 15.

“I needed all of my strength to focus on how I was going to get through this and tell my children,” Tweel says. “I was lucky to have a friend, Linda, who went with me to every appointment. She wouldn’t let me out of her sight. It wasn’t my job to understand anything that was being told to me medically because she took notes on it and we’d go back to her husband, who is a doctor, to get advice.” Linda’s support gave Tweel the energy to be at her best with her family and get the treatment she needed. “She was a Godsend,” she says.

A great way to help a breast cancer patient is to visit their page on a site like Mylifeline.org, Caringbridge.org, Lotsahelpinghands.com, or Carepages.com(or help them set one up if they don’t have one). Such sites let people (or friends or family) build private or public communities where patient updates and schedules can be shared, says Broderick.

People can ask for and get the kind of help they really want and need. Survivor Anne Steele, 51, Hermosa Beach, California, who had chemo, a lumpectomy, and radiation, for example, liked having companions with her during chemo while Victoria Irwin, who spent her chemo time in solitary pursuits like reading, preferred to save friends’ graciousness for another time.

Agents Who Understand Customers’ Businesses Boost Commercial Insurers: J.D. Power

Small commercial lines insurance customers most value having an insurance agent or broker who completely understands their individual business and helps them assess and manage their risk. The highest-ranked small business insurers deliver on both of these metrics for 60 percent of their customers, compared with the lowest-ranked insurers at 33 percent, according to the J.D. Power 2013 U.S. Small Business Commercial Insurance Study.

The study examines overall customer satisfaction, insurance shopping and purchase behavior among small business commercial insurance customers with 50 or fewer employees. Overall satisfaction is comprised of five factors (in order of importance): interaction; policy offerings; price; billing and payment; and claims.

KEY FINDINGS

  • Overall customer satisfaction among small business customers is 777.
  • Satisfaction is significantly higher when an agent or broker understands their customer’s business and provides guidance regarding risk (835) than when neither of these metrics is met (645).
  • Policy offerings—not price—is the primary reason small business customers select an insurer; level of service is the primary reason they stay with their insurer more than two years.

Overall customer satisfaction among small business customers is 777 (on a 1,000-point scale). Among the five factors impacting satisfaction, interaction has the highest importance weight at 29 percent, followed by policy offerings at 26 percent. Interaction satisfaction is highest when customers interact with an agent or broker in person (854). In contrast, satisfaction is significantly lower when customers interact via email (819).

Customer satisfaction is highest among small businesses with 11-50 employees, compared to businesses with four or fewer employees (790 vs. 769, respectively). Higher scores among larger businesses are influenced by agents and brokers spending more time with these key accounts. Agents and brokers are not only interacting with these larger businesses more frequently, but the interactions are also three times more likely to be made in person outside of the agent’s office, compared to businesses with four or fewer employees (24% vs. 8%, respectively). Consultation via face-to-face interactions allows insurance agents to understand the customer’s needs, provide helpful information regarding risk and tailor insurance products to meet their needs.
